KMAN VI: Restore Indigenous Peoples Sovereignty

The Indigenous Peoples of the archipelago gathered in the Tabi Ancestral Domain, Jayapura Regency, on 24 – 30 October 2022. Kaoem Telapak attended the event as an observer.

The Alliance of Indigenous Peoples of the Archipelago (AMAN) managed the Congress. The event is regularly held every five years as the highest decision-making forum.

In the Congress, the participants will formulate attitudes, views, and strategies, and elect the Secretary General of AMAN and the Chair of the National AMAN Council.

The Congress of Indigenous Peoples of the Archipelago (KMAN) is the sixth congress with the theme, “United to Restore Sovereignty of Indigenous Peoples to Maintain Indonesia’s Diverse and Resilient National Identity in Facing Crisis”.

According to the booklet, Abdon Nababan, Chairperson of the National Indigenous Peoples Council, said, “Restore can come from the Indigenous Peoples or the government. And the sovereignty binds the Indigenous Peoples. If we are sovereign, then these rights are attached. It is a requirement for the Indonesian people to care for or maintain diversity and to be resilient in the face of any crisis.”

For Kaoem Telapak, Indigenous Peoples are the three strategic constituencies to achieve justice between elements of nature and generations. In addition, besides being an observer, at the Congress, Kaoem Telapak and its network held a workshop entitled Strengthening the Role of Government and Local Government in Implementing the Constitutional Mandate to Respect and Protect Indigenous Peoples.

The workshop invited six speakers, including a legal expert from STH Jentera, Bivitri Susanti, the Secretary General of the Agrarian Reform Consortium, Dewi Kartika, and the Regent of Jayapura, Mathius Awoitauw.

Hopefully, the workshop achieves its goals by emerging policies, strategies, and programs and their derivatives. Also, guidelines for operationalising the administrative, technical, and social policy processes are drawn up.
