On January 20, 2026, President Prabowo revoked the permits of 28 companies in Aceh, North Sumatra, and West Sumatra as a law enforcement response following the Sumatra Disaster, with the land management rights subsequently handed over to state-owned enterprises (SOEs) through Danantara. In response to this policy, the Civil Society Coalition argued that the government’s actions were taken with excessive discretion, lacking adequate due process and the absence of tiered administrative sanctions. The government is also considered to have ignored public transparency by failing to disclose crucial information such as the revocation Decree (SK), details of the violations, and the clarity of the concession map overlays. Without clear access to information, the permit revocations risk sparking new legal lawsuits and potentially operating solely on an administrative level without ensuring improved governance on the ground.

Furthermore, the Coalition emphasized that handing over the former permit areas to SOEs deviates from the essence of administrative sanctions, which should focus on halting violations and restoring the forest ecosystem. Instead of giving them to state corporations, the government should distribute the land to vulnerable groups, such as indigenous communities and local farmers, and focus on restoring areas, many of which fall within Key Biodiversity Areas (KBA). Therefore, the Coalition urges the government to immediately cancel the handover of land to SOEs, conduct a comprehensive evaluation of permits, and ensure that the Forestry Law Revision agenda guarantees a law enforcement mechanism that is transparent, accountable, and fully oriented towards environmental recovery.
