Creating Clarity: an Analysis of the Challenges and Opportunities in the New Indonesian Sustainable Palm Oil (ISPO)

Synopsis
After the public demanded the Government improve oil palm governance, in 2011, the Government issued a certification scheme. Indonesian Sustainable Palm Oil (ISPO) is a certification scheme from the Government that palm oil business actors must follow.

ISPO underwent significant revisions after the Government issued Presidential Regulation No.44/2020 and Minister of Agriculture Regulation No.38/2020. Even so, the New ISPO still leaves problems. The effectiveness of the New ISPO has been questioned by many.

Two issues make the public unsure; implementation and transparency issues. The condition is the information regarding the New ISPO for the public is minimal. In fact, as a mandatory certification scheme, the New ISPO’s public information platform is unavailable.

The Government and the Parliament’s ratification of the Job Creation Law (UUCK) has further complicated the management of sustainable palm oil commodities. This report shows how UUCK, coupled with the non-disclosure of information in the New ISPO, made oil palm estate companies with problems still get ISPO certificates.
